DSPANZ provided a submission to the Senate Standing Committees on Economics inquiry on the Superannuation Legislation Amendment (Fair Super for Young Workers) Bill 2026 on 18 September 2026. 

What we said


While DSPANZ broadly supportive of the policy objective, this support was qualified by the need for a realistic commencement date, clear transitional rules and coordinated implementation across payroll, superannuation and government systems. We also recognised that the proposal was a substantial change for businesses and that futher consultation and policy considerations were required on the overall impact of the reform. 

In the long term, we said that the proposed change should streamline payroll processing and reduce employer complexity by removing the combined age and weekly hours test. However, in the short term it would require DSPs to make substantial changes to calculation logic, products, integrations, testing, guidance and customer support. 

DSPANZ ultimately recommended that if the proposed reforms proceed, that there must be a prospective commencement date that would provide at least 12 months for implementation and transition. 

What happens next


The Economics Legislation Committee is expected to report back on 17 November 2026. DSPANZ will update members following the release of Committee's report.
