Elly Stinchcombe - Assistant Commissioner for Digital Partnerships, Planning & Governance
Elly is the Assistant Commissioner for the ATO’s Digital Partnerships, Planning and Governance (DPPG) portfolio, and is responsible for the
strategic partnership between the ATO and Digital Service Providers. Elly is also leading the Australian Government’s implementation and
uptake of e-invoicing and recently became the Peppol E-Delivery Community Leader, this is in addition to leading internal EST operations
including planning, resource management and governance functions.
Prior to joining DPPG, Elly worked as Assistant Commissioner for the Enterprise Data & Analytics portfolio, providing contemporary
and trusted systems to enable sophisticated analytics, informed decisions, automated tailored actions, and supporting the ATO's
aspiration to be data driven. Elly helped deliver major initiatives centred around unlocking data potential, including the development of
the Data Acquisition, Prefill and Sharing Program, securing funding to transform the ATO’s Data & Analytics capability. Elly comes
with a wealth of experience which has been demonstrated through her contributions across various portfolios within the ATO since
2003.
Elly is very proud of her work at the ATO over the past 19 years, and feels especially privileged to hold a leadership role in EST, a
critical enabler for the ATO’s strategic outcomes.

A
technology entrepreneur with experience across Europe, Asia Pacific and North America. Simon has garnered more than 25 years’
experience working for early stage and high growth technology startups, mid-size enterprises and multi-nationals.
Working across a number of key roles over this time has allowed him to develop a significant understanding of the technology landscape,
including specialist knowledge of data security, scanning and invoice transfer and the ERP & accounting ecosystem.
Simon is also the co-chair of the Australian Tax Office Strategic Working Group, co-chair of the ANZ Peppol Industry Practice Statement
Working Group and a member of the OpenPeppol International Invoicing Working Group and Service Provider Representative on the OpenPeppol
Agreements Revision Task Force.
