The software industry is now embracing and, at times, showing a better understanding of the value of the data we produce and importantly how we can use this data and information to offer innovative solutions to help businesses flourish. In this session, we will be looking at the opportunities to improve this 'data ecosystem' in which government agencies, software companies and individuals all participate in. 

Opening the session, Phillip Gould will be framing the issues and considerations for our panel to then discuss from a high-level perspective. Angela Donohoe will then host John Dardo and Marek Rucinski from the ATO as they delve into producing tax-related data and consuming this data to prevent fraud, provide better tax services and assist businesses to succeed. They will also explore some specific use cases and opportunities for how software companies can better utilise the data to offer innovative functionalities. 

About the Speakers

Dr Phillip Gould Office of the National Data Commissioner

Dr Phillip Gould, Assistant Secretary, Office of the National Data Commissioner
Dr Phillip Gould has recently been appointed as the Assistant Secretary of the newly established, Office of the National Data Commissioner Branch (NDC), at the Department of Prime Minister and Cabinet. Having worked in the fields of banking and finance, holding a PhD in Time Series Econometrics and working with the Australian Bureau of Statistics for seven years in Methodology and Data Integration, Phillip holds a valuable breadth of knowledge to support the Office of the NDC

In his new role, Phillip will be orchestrating reforms to the Australian data system, through new data sharing and release legislation to improve the value of public data. His responsibilities include establishing the Office of the NDC to oversee and monitor the integrity of Australia's data system. This will be complemented by forming the National Data Advisory Council to advise the NDC to technical best practice and ethical data use.

Angela Donohoe, CIO of BPAY Group
Angela Donohoe is responsible for leading BPAY Group's technology function including business focused strategy, architecture, solutions, and operations that enable high quality and innovative technology and payments services. 

Angela was appointed to the role of Chief Information Officer in 2016 and is a member of BPAY Group's executive team. In this role, she has ownership and oversight of technology governance, IT risk management and information security for BPAY Group. 

Angela has more than 25 years experience in senior technology leadership roles in financial services and government including Revenue NSW, Cuscal, Societe Generale, and Bank of New York. 


Marek Rucinski ATOMarek Rucinski, Deputy Commissioner - Smarter Data, ATO
Marek Rucinski is the Deputy Commissioner for Smarter Data Program for ATO and has a strategic responsibility for development and industrialisation of data, analytics and insights, strategic, legislative agenda and value for ATO.

As such this combines the traditional roles of Chief Data and Chief Analytics Officers across 20 thousand staff, 600+ core analytics team and an extremely rich data set in Australian Taxation Office. His passion centres on elevating the enterprise role of analytics and the transformational role it plays as we enter the 4th Industrial Revolution. 

John Dardo ATOJohn Dardo, CDO and Deputy Commissioner, ATO
John Dardo is the ATO's Chief Digital Officer and is responsible for setting the ATO's digital agenda, designing the end-to-end digital experience and delivery of key components of the digital agenda, for example:

  • Digital identity, authentication and authorisation services
  • ATO digital interfaces eg. ATO Online, portals and mobile app
  • SBR platforms and Application Program Interfaces, and
  • Digital Partnership Office.

John has worked as a senior executive managing a range of ATO functions including contact centres, digital transformation, compliance and business registries.
